The right answer to soundproof ceiling or floor first is usually found in the type of noise you hear, not in the room that annoys you most. If you are lying awake under heavy footsteps, the ceiling is often the practical place to start. If you control the room above and want to stop noise reaching the people below, treating the floor is normally more effective.
